Remove configure check for how to abbreviate 'tr A-Z a-z', and instead

just use the portable form,
tr ABCDEFGHIJKLMNOPQRSTUVWXYZ abcdefghijklmnopqrstuvwxyz
There were a bunch of places that weren't paying attention to configure's
result anyway (including configure itself!?); clean them up too.
