From: Jan Wieck <jwieck@debis.com>

So   if   the   relname   is   given   to   acldefault()   in
    utils/adt/acl.c, it can do a IsSystemRelationName() on it and
    return ACL_RD instead of ACL_WORLD_DEFAULT.
