Problem:
Dirs "config", "packaging", and "third-party" are all closely related
but this is not obvious from the layout. This adds friction for new
contributors.
Solution:
- rename config/ to cmake.config/
- rename test/config/ to test/cmakeconfig/ because it is used in Lua
tests: require('test.cmakeconfig.paths').
- rename packaging/ to cmake.packaging/
- rename third-party/ to cmake.deps/ (parallel with .deps/)
Do not copy a lot of lua strings (dict keys) to just strequal() them
Just compare them directly to a dedicated hash function.
feat(generators): HASHY McHASHFACE
- The 'stripdecls.py' script replaces declarations in all headers by includes to
generated headers.

was used for this.
- Add and integrate gendeclarations.lua into the build system to generate the
required includes.
- Add -Wno-unused-function
- Made a bunch of old-style definitions ANSI
This adds a requirement: all type and structure definitions must be present
before INCLUDE_GENERATED_DECLARATIONS-protected include.
Warning: mch_expandpath (path.h.generated.h) was moved manually. So far it is
the only exception.
This allows us to avoid hard-coding paths and using environment
variables to communicate key information to unit tests, which fits
with the overall goal of making sure that folks driving CMake directly
can continue to do out-of-tree builds.
