Stefan Schantl 1d0547dc52 Mass rebuild of perl and perl modules.
Perl and all binary modules needs a rebuild with the latest version of pakfire (0.9.26-3.1)
to provide and requires the correct perl API information for a correct dependency resolving.

Stefan Schantl b182eef026 perl-libintl-perl: Update runtime and build dependencies.
From now we require a perl(:MODULE_COMPAT_xyz), where xyz contains the perl version
and perl API the module has been linked against. This will prevent us in the future
to install old perl modules which cannot be executed on more modern API's.
