Merge branch 'jc/sparse-error-for-developer-build' 

"make DEVELOPER=1 sparse" used to run sparse and let it emit
warnings; now such warnings will cause an error.

* jc/sparse-error-for-developer-build:
  Makefile: enable -Wsparse-error for DEVELOPER build
