Dashboard provided two things:
1. Managing hosts
2. Showing graphs for multiple machines
No.1 is now done through host switcher which is integrated into shell. No.2 was not really providing any value. We have metrics now which only show one machine, but can provide much more useful data.
Also the code was under-maintained and more and more difficult to work with.
Closes#14905
The hackfest wiki page is severely out of date and has lots of broken
links. Our canonical place to maintain developer docs is the
"Contributing" wiki page, so point to that one.
Closes#10911
Cockpit is not a management configuration tool. It's an interactive
login session. The second paragraph of the README says that, but
the tag line says it wrong.
Closes#6067
It provides exactly zero information that these are always red.
Since we seem to be the only ones integrating these operating systems
on the fly, there are always going to be known issues, and thus they
are always red.
Lets just remove these from the README.

After upgrading to Trusty based images, Travis started to hang
spuriously on running the test suite. There was unfortunately
no simple way to debug this, so switching to Semaphore was
easier.
