Subject: [PATCH] patch 8.0.1431: MS-Windows: vimtutor fails if %TMP% has
 special chars

Problem:    MS-Windows: vimtutor fails if %TMP% has special chars.
Solution:   Add quotes. (Tamce, closes #2561)
