mainboard/google/soraka: pull high TOUCHSCREEN_STOP_L pin 

After updating to Wacom Firmware version 501, touchscreen can't work.
Wacom FW (ver. 501) enables STOP function.
STOP Pin:
  High: Normal Operation
  Low: Stop Scanning
So pull TOUCHSCREEN_STOP_L high

TEST=manual testing on Soraka board and touchscreen works at boot
and after suspend/resume.
