Ioannis Glaropoulos a6025f8778 mbedtls: move zephyr-specific files to the zephyr tree 
The Zephyr-specific files, CMakeLists.txt and zephyr_init.c
can be moved to the Zephyr tree, under modules/mbedtls.

Anas Nashif ca32746072 kconfig: move to main tree 
To be able to deal with in-tree depenencies, we maintain the Kconfig in
the zephyr tree to allow for a manifest without mbedtls.
